Senior External Relations Officer
Organizational Setting and Work Relationships The Senior External Relations Officer normally reports to the Representative or Deputy Representative. The incumbent has direct supervisory responsibility for External Relations staff.- Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate, as needed. If a Risk Owner, designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year, as needed.

The primary function of the External Relations (ER) Unit of the Multi-Country Office in Washington is to maintain and enhance U.S. political and financial support for UNHCR's global operations and promote UNHCR's US protection agenda with the US government. The Unit maintains regular contact with the Administration principally through the State Department, the Department of Homeland Security, the White House, and other Executive Branch entities, in order to share information, address concerns, and provide technical support and other assistance. The Unit educates and informs US Congressional offices of the needs of refugees and other forcibly displaced Populations (with the goal of ensuring robust funding for refugee and humanitarian assistance) and works closely with civil society actors, including U.S.-based NGOs that are key advocacy partners for UNHCR. The Unit organizes numerous missions to Washington by senior UNHCR officials from HQ and the field, including the High Commissioner, Deputy High Commissioner, senior leadership, and country representatives from key operations. The Unit also organizes and leads delegations to UNHCR field operations for congressional and executive branch staff, as well as for U.S. foreign policy and national security experts.
The Senior External Relations Officer is the head of the 7-person unit and has the primary responsibility of developing and coordinating the ER functions of the multi-Country Office. Along with the Representative and Deputy Representative, the head of the unit advocates on behalf of UNHCR's global operations and protection mandate through contacts with multiple high-level interlocutors. Given that the United States is the largest donor to UNHCR's programs, the ER Unit is regularly called upon for information by not only Government agencies but also by the larger civil society in Washington. The unit monitors and analyzes political and other developments in the United States that could affect UNHCR’s relations with the U.S. Government. The Senior External Relations Officer also works closely with Headquarters, Heads of the U.S. Protection & Solutions Unit and the Outreach & Strategic Communications Unit, to ensure consistency of message and to coordinate advocacy efforts with respect to global, regional, and domestic refugee protection and assistance.
Multi-Country Washington is an H duty station. There are no particular security considerations in the USA or the Caribbean in general, and the living conditions in Washington D.C. are comfortable and safe. The post requires occasional mission travel to field locations. Current operational circumstances might require frequently long working hours. There is a need for security awareness, especially about criminality, when traveling to certain locations. MCOW is under the purview of a Regional Staff Safety Officer based in Panama.
